Update on Standards

As of August, 2013, all sponsoring associations have approved the revised Standards for Educational and Psychological Testing.  At this time the sponsoring associations are developing a new agreement concerning the management and publication of the revised Standards

Standards for Educational and Psychological Testing

The Standards for Educational and Psychological Testing is produced through a long-standing collaboration of three associations: American Educational Research Association (AERA), the American Psychological Association (APA) and the National Council on Measurement in Education (NCME).  First published in 1966, the Standards have been revised periodically. The collaboration of the three associations has been formalized in a cooperative agreement that creates a management structure and sets procedures for maintaining and revising the Standards. The agreement designates a publisher, currently AERA, to handle distribution and sale of the Standards; a Management Committee composed of one representative from each association to oversee all aspects of the Standards; and a Joint Committee to prepare the actual revision for approval of the associations.  From the outset, all income above costs of printing and distribution of the Standards have been placed in a reserve to finance the work of future revisions.   

The purpose of this website is to provide general information about the Standards for Educational and Psychological Testing and the revision of the 1999 edition of the Standards, which is now underway. The website provides a brief History of the Standards, beginning with the Technical Recommendations for Psychological Tests and Diagnostic Techniques published by APA in 1954.  Information on the members and roles of two working committees, the Management Committee and the Joint Committee for the revision of the 1999 Standards, is provided.  The progress of the Revision of the 1999 Standards will be updated throughout the revision process. Publications and presentations on the Standards and on its revision are located under Resources.

The Test Standards

The Standards for Educational and Psychological Testing was developed to “promote the sound and ethical use of tests and to provide a basis for evaluating the quality of testing practices” (AERA, APA, & NCME, 1999, p. 1). The Standards provides criteria for the “evaluation of tests, testing practices, and the effects of test use” (AERA, APA, & NCME, 1999, p. 2).  It is intended to be used by individuals and organizations that develop tests, administer tests, and use test results to make inferences about individuals or groups.
